Yhis research aim to know the cause factors, characteristic and the public service problem to abused victim base on gender that becoming the triger of social comflict (structural) also to study about advocacy proses wich have been conduced as efort choice of conflict resolution in public service sector in Semarang Regency The reised hypothesis hat is : (1) conflict in public service for abused victim base on gendr, experience, idea/concept and the strategy of conflict resolution conducted by society with the aproach of advocacy and coalition, able to yield change and local level. In this chase conflict and social problem that happened in ther region become the way of study and reintforcement for the conflict the conflict resolution and solving the social problem
